LANSING - Here’s a look at ballots for residents in Ingham, Eaton and Clinton counties, for contested races and ballot proposals in the Nov. 5 general election. This list does not include uncontested races.
U.S. Senate
Michigan voters will choose between three-term U.S. Representative Elissa Slotkin, a Democrat, and Republican Mike Rogers, a former U.S. congressman and commentator on national security.
U.S. House
2nd District (vote for 1): Michael Lynch (D), John Moolenaar (R). This district includes the western portion of Eaton County, as well as Barry, Ionia, Gratiot and Montcalm counties as well as about a dozen portions of or entire counties to the north of Lansing and Grand Rapids.

7th District (vote for 1): Curtis Hertel (D), Tom Barrett (R), L. Rachel Dailey, Libertarian. This district includes Clinton, Shiawassee, Ingham and Livingston counties in their entirety, as well as most of Eaton County and western portions of Oakland and Genessee counties.
State House
71st District (vote for 1): Mark Zacharda (D, Owosso), Brian BeGole (R, Perry). This district includes much of Shiawassee County, except for southwest Shiawassee County, as well as southern portions of Saginaw County and southwest Genesee County.
73rd District (vote for 1): Julie Brixie (D, Okemos), Joshua Rockey (R, Webberville) This district includes the majority of Ingham County, not including much of Lansing and parts of Meridian Township
74th District (vote for 1): Kara Hope (D, Holt), Tom Izzo (R, Lansing) This district includes the city of Lansing and Delhi Township areas
75th District: (vote for 1): Penelope Tsernoglou (D, Lansing), Frank Lambert (R, Haslett). This district includes much of Clinton County and portions of Shiawassee and northern Ingham County.
76th District (vote for 1): Angela Witwer (D, Lansing), Andy Shaver (R, Charlotte). This district includes much of Eaton County, not including Grand Ledge and the northwest and southwest corners of Eaton County.
77th District (vote for 1): Emily Dievendorf (D, Lansing), Cady Ness-Smith (R, Eagle). This district includes much of western Clinton County, including DeWitt, DeWitt Township, Eagle and Westphalia, as well as Grand Ledge and north Lansing.

Ingham County ballot proposals:
Ingham County housing and homeless millage: County commissioners are proposing, for “the purposes of expanding and improving the quality of housing available to low- and moderate-income families, to prevent and reduce homelessness, to provide services to unhoused persons in Ingham County, including the purchase, acquisition, construction, maintenance, operation, improvement, extension, or repair of housing facilities and the elimination of detrimental housing conditions, and funding other housing programs” a tax of 0.5 mill for four years, 2024-2027. The proposal would raise about $5.6 million in its first year.
Ingham County lodging excise tax increase: County commissioners are also asking residents to increase motel and hotel excise taxes from 5% to 8%, with money being used for the acquisition, construction, and maintenance of convention and entertainment facilities designed to encourage tourism and convention business to the county, effective Jan. 1, 2025.
Capital Area Transportation Authority millage renewal: Voters in Lansing, East Lansing, and Meridian, Lansing and Delhi Townships are being asked to renew a millage of 3.007 mills from 2026 to 2030 for public transportation services.
East Lansing City Charter Amendment: A citizen-initiated petition seeks to prohibit city officials from restricting “relationships of persons living together as a household or residing in homes, or interfere with rights of owners to live with persons of their choice, so long as they are not rent‐paying tenants. The city will make zoning and rental records public. The city must give advance notice of housing penalties. Repeat violations of zoning and rental laws can be a misdemeanor if knowing and intentional. Persons in federal service get a house‐sitting exemption from rental laws. The city shall use state law to define “renter,” “rental unit,” ”lease,” ”tenant” and “occupancy.”
City of Mason marihuana sales ordinance revision: The city currently prohibits marijuana sales, and is asking voters to amend the ordinance to allow up to two recreational marijuana retail businesses in the city.
Leroy Township senior center: The township is proposing a senior center millage, although details on the millage rate and number of years taxes would be collected are not yet available.
Wheatfield Township senior center millage renewal: The township is seeking 0.24 mills for four years, 2024-2027, to support the Williamston Area Senior Center. The proposal would raise about $24,741 in its first year.
Williamstown Township: Voters in the township are being asked to increase the millage rate for the Williamston Area Senior Center by 0.25 mill, for four years, 2024 to 2027. The proposal would raise about $81,120 in its first year.
Leslie Public Schools sinking fund millage renewal: The district is asking voters to renew a millage that expires in 2025 of 2.96 mills for 10 years, 2026 to 2035, for the purchase of real estate for sites for and the construction or repair of school buildings and all other purposes authorized by law. The proposal would raise about $799,373 in its first year.

Eaton County ballot proposals:
Eaton County millage increase: County commissioners are asking voters to increase the amount they can levy for county services from 5.5 mills to 8.5 mills. 3 mills would equate to $450 a year on a home with a taxable value of $150,000.
Grand Ledge schools operating millage renewal: The district is asking voters to renew its operating millage of 18.8 mills. The millage is required to be levied to receive per-pupil funding from the state. The tax, levied by all Michigan public school districts, would be for 10 years, 2025-2034. The millage, which is not assessed on principal residences, would raise about $12.5 million in its first year.
Grand Ledge schools sinking fund millage renewal: The district is asking voters to renew a 0.79 mill for a sinking fund to pay for real estate, building improvements, repairs, school bus purchases and other expenses eligible for sinking fund money for 10 years, 2025-2034. The millage would raise about $1.6 million in the first year.
Eaton Rapids Area District Library: The library, formed by the City of Eaton Rapids and Hamlin and Eaton Rapids townships, is asking voters to approve 0.90 mill for up to 18 years to expand and renovate and furnish a library.

City of Ovid charter revision: City officials are asking voters whether there should be general revision of the city charter.
City of St. Johns Headlee override proposal: Voters are being asked to restore the city’s millage to 10 mills. It has been reduced to 9.78 by Headlee rollbacks. Approval of the proposal would raise about $62,500 in its first year.
Victor Township road millage renewal: Township officials are asking voters to renew 1.5 mills for road improvements, repair and maintenance for four years, 2025 to 2028. The proposal would raise about $277,000 in its first year.
Westphalia Township parks and recreation millage: Voters are being asked to approve a new millage of 1.5 mills for 10 years, 2024 to 2033, to maintain, improve, or acquire property, including trails, pathways, and facilities for park and recreational purposes. It would raise about $172,000 in its first year.
Westphalia Township fire millage renewal: Officials are asking that 1.47 mills be approved for four years, 2025 to 2028, for fire services. The proposal would raise about $172,000 in its first year.
Westphalia Township road millage renewal: Officials are asking for a renewal of 0.49 mills for four years, 2025 to 2028, for road construction, improvement and maintenance. This proposal would raise about $57,000 in its first year.
Fulton schools sinking fund proposal: Board members are asking for the creation of a sinking fund, for five years from 2024-2028, of 2.8 mills for building and property maintenance and repair as well as other purchases such as buses allowable under law. The millage would raise about $882,000 in its first year.
